He graduated from UC Berkeley with a degree in Civil Engineering in 1951, and from USC in 1960 with a masters degree, also in Civil Engineering. He had a long career with the Tidewater oil company and Southern California Edison Company in the 50s and 60s, followed by many years with the Metropolitan Water District of Southern California. He was elected a Fellow of the American Society of Civil Engineering in 1965. He resided in Eagle Rock, California from 1954 until his death from covid-19. He is survived by his daughter Susan Elizabeth Horowitz (b. 1954), by his son Franklin George Horowitz (b. 1957), and by his daughter-in-law Pamela Louise Smith (b. 1951).
